pertaining to WRIA 17 as maintained by Department of Ecology.
WRIA 17 planning has been contentious and never-ending. See DOE

The overarching goal of the Shoreline
Management Act is "to prevent the inherent harm in an
uncoordinated and piecemeal development of the state’s shorelines."
In Jefferson County, the SMA applies to land use and development
proposals in and near all marine waters and certain streams, rivers,
and lakes.
Jefferson County is scheduled to
submit an update of its Shoreline Master Program (SMP)
to the State Department of Ecology by June 30, 2007. See
Jefferson
County Shoreline Management & Planning web portal.
